These guidelines were created by a coalition of education, religious, and civil liberties groups to help public school officials balance the First Amendment rights of students and the student safety concerns associated with peer bullying and harassment. These guidelines are based on current law. They should provide useful guidance for school officials seeking to create a safe and free learning environment.
