This report offers guidelines for state and local jurisdictions involved in efforts to improve information sharing between agencies that work with at-risk youth and juvenile offenders. The guidelines provide information on establishing an effective JIS collaborative, assessment, strategic planning, and policy and procedure development. It also provides recommendations on implementation of polices and procedures, training, and quality improvement and suggests policies for transparency, openness, and public communication regarding JIS policy and procedures.
