This tool outlines a range of strategies that districts and their community partners can use to create the capacity and conditions for systemic high school transformation. This tool will assist districts engaged in high school transformation work to identify indicators of effectiveness to measure progress, assess their development and implementation progress, and develop and promote a shared commitment to key work among all partners.
