Cultural and Linguistic Competence

Cultural and Linguistic Competence (CLC) is a set of behaviors,attitudes, and policies that enable individuals, agencies, and systems to work effectively in cross-cultural situations. CLC represents a philosophy of integration and transformation that is about more than increasing numbers of diversity. 

CLC is a journey and not an endpoint. Instead, it requires that individuals and organizations:

  • Engage in continual learning, and assess and apply acquired knowledge and skills in their work
  • Build a broad and deep understanding of cultural customs, traditions, and networks to inform  all aspects of their ongoing work

CLC in Project LAUNCH

Being accountable to CLC serves as central in meeting the Project LAUNCH goals to promote young child wellness. Project LAUNCH grantees develop programming and provide services to a wide array of culturally diverse communities nationwide, including families representing Latino, African-American, Native American/Tribal Nations, Asian, immigrant/refugee, and rural Appalachian communities.
